Desync/Performance issues during parsing

Currently I train my rotation and on phases I have HUGE performance issues.
Light attacks don't launch at all, skills seem delayed with respect to sound etc. My light attack weaving with my spammable was just terrible. Like really bad. Really, really bad.
combat metrix says my ping is ok (60-90 irc) but my desync looked pretty abysmal: 238ms.
I dunno what this figure says exactly but it looks off and looks higher than last time I checked.
Is this on my side and what can I do about it?

I play on Xbox and notice that I also have issues with input latency, but only when LA weaving (which I constantly do as it is a part of my playstyle). I came back to the game recently after over a two year break and I do not remember it being this bad during my last playtime.0 -

Your advice doesn't help.
From my side my connection looks fine

I know you're trying to help. I really do. But maybe redirect people to this thread https://forums.elderscrollsonline.com/en/discussion/658253/zos-massive-spike-in-ping-lag-in-recent-days-what-gives#latest because it's a well known thing that that article will not fix anything for people who are having the lag spikes 999+LadyGP/xCatGuy

Thanks, Phoenix, I am right now stepping through this to see if it helps. Some points however don't apply or have not changed since the issue started (this issue with parsing was not present a few months ago but nothing has changed on the hardware side).
I have run tracert and pingpath but could some of your experts tell me how I shall read all these figures inside the created text files?

✭✭I went thru the adviced steps as far as it is possible for me.
I have still some very varying desync values.
I now come to the conclusion it is really a desync issue.
My ping is fine, atm <60ms but when I observe the described issue I have a desync value of about 240ms. When the desync is lower (~70ms) I don't have these issues...0
