This was on the PTS when it was still the NA server. I filed a bug report but haven't seen a fix note and I don't have these on EU to check. If you do, please check this and report?
I'm sure I'm not the only one whose build would be ruined by this:

I don't want to tag ZOS yet but really don't want Halloween builds ruined by wedding-white drapes that stick out like a sore thumb.

I've been wondering if it shares a texture or color channel with something else, and that linked thing changed / a new version was made. Idk, that's just a typical way that could happen. But if that was the problem last time, I'm not sure why it would happen again – surely you'd change it to something "safe", give it its own channel.1 -
