Is in game voice chat now disabled?

So I looked at the voice chat sections in social (Xbox) and it says voice chat unavailable. Just wondering if in game voice chat has been disabled and thats why the game now seems dead?

Did you get an Xbox violation? That's why it would be disabled for the most part
