There're two kinds of boon in Skyrim.One from star sign and the other from divines.I hope the divine boon can be added into ESO to replace the race passive and thus we can choose them freely for different cases.Imperial race passive and be transformed into chargeable Akatosh boon.

    Keep race passives as "flavour" (drinks last longer on nords, imps earn 1% more gold, ect) and then make the others into ones you can get from the doom stones (look em up)

    Fine idea. I've always felt that one's TES race choice should have exactly the same impact on combat as one's gender choice. That would be zero.

    Reject gameplay-enforced racial stereotyping!
    Embrace cultural diversity!

    Seriously though, racial passives having such a huge impact on gameplay are a mistake. They should be just for flavor, with the current racial passives being accessed a spearate way.
