There's an addon called Dungeon Queue 4 Stickerbook that adds a series of drop-downs to the specific dungeon list that automatically checks the ones that match the filter(s) you check.
It does:
- pledges normal/vet
- DLC pledges normal/vet
- Missing quest
- Missing boss helms (vet)
- Missing sticker book items.
When I'm on a dungeon spree, I usually run a random first and then select one where I'm missing a quest for chars that need skill points.
Another thing to consider is unfortunately many players who queue for random only want to do a quick run. They might not wait around for you to do the quest. Often they skip a side boss or something else that is needed for the quest. Group finder helps some in filling a group that is willing to wait for the quest but I don't think enough players check the group finder to make it overly reliable.
Other than ask guild mates there isn't really a good way to fill a group for doing quests. Random queue needs to stay random though as others have said the main purpose is to fill groups for players running something specific.

random is going to be random, but you can make a "pseudo random" by going to specifics and selecting a bunch of different dungeons
