Scribing Altar on PS needs to be in floor to work

I placed the new scribing altar in my guild house which is dedicated to crafting and the only way for the scribing alter to work is to have it partly sunken into the floor. I use Gardners Home in Wayrest. See screenshot:
Moving it in other directions doesn't help, only when it is partly sunken does it work (but also not too much sunken)
I assume its a bug, or is this intended?
