Three ways to get there: Wayshrine, Star-Gazer cart, or the gate from Bangkorai.
You can't discover any Wayshrine without using the cart to get there first. At least when he was in every capital city, you could get to him from anywhere with one overland hop. Now he's not in any capital city, nor major port of call. So discovering Craglorn is a tedious endeavor of running around and finding the right transport.

I thought I saw that it was moved - but wasn't able to find anything official. Thank you for the reference. It may not be a bug, but is damn sure irritating. Guess this should go under "feedback" instead.0
