Apparently only affecting one of my characters (Templar in screenshot) and not others. I also asked a friend and bug not affecting him either. I also tried different foods, see below.

The character screen food/drink tooltips have been bugged visually for years. They often do not agree with the inventory tooltips or the stats actually given.

Can you write out the stats for your templar here showing it’s bugged in more than just UI? If it can be proven to be more than a UI issue, there will be more pressure to fix it.

You’re getting 2% extra stam and mag. Do you have points in Undaunted Mettle?

You have 16% extra health. Are you also benefitting from Juggernaut?

Wearing 7 heavy with Undaunted Mettle and Juggernaut both maxed would produce those exact bonuses, but there may be other ways to achieve them.

For the most part, I've come to the conclusion that I am receiving the minimum stats buff from food/drink albeit the buff indicated in the character screen is incorrect. Thank you all for your input and for double checking the stats!

OK, something weird is definitely going on ... I just checked again by wasting a Jewels of Misrule and eating Orzorga's Smoked Bear Haunch, and the issue is resolved. There was an issue because last night, I was using Orzorga's Smoked Bear Haunch and my HP was only 30.9K, then today, I ate a Jewels of Misrule and my HP became 32.4K which is clearly more than 30.9K from last night when I was using Orzorga's Smoked Bear Haunch hence why I felt there was an issue ... but just right now, literally this moment, I replaced my Jewels of Misrule with a fresh Orzorga's Smoked Bear Haunch, and I have slightly more HP at 32.8K. Shrugs.
