Equiping Armor?

Just a question on these Exotic Armor you buy from vendor.
I had some spare gold so I bought 4 of those Exotic armor and weapon from vendor. I opened them to see what I got and was surprised that a pair of light pants and a staff dropped that where better then what I had, But....... for some reason it won't let me equip them. I am V4 and the armor and weapon is V4 but it just said I'm not high enough level to use.
Am I doing something wrong? I'm not going to waste upgrading items if I can't use them.
