Can't Invite Player to Group - 'this person is busy'

I can't invite my friend to a group no matter what, every time one of us invites the other, it says 'this person is busy'
We have tried everything, relogging, new characters, different zones, different houses, anything I can think of.
Is there any way around this? We play together daily and we just cannot group at all.
This has also happened to someone in our guild to a different person.

✭✭✭The person you are trying to group has their character tagged as "busy".
When you open any character related screen, i.e. guild, friends, etc, at top is a silhouette of a person. Click on that and a drop down menu opens.
You can select "Off-line", busy, online, etc.
