I know it isn't what you are looking for but because the answer from ZoS is likely to be no on more character slots for a good while you might consider a 2nd account. Or if the NA server is your main start some characters on the EU server.

Not everyone plays this way. You may only "need" seven or eight toons, but that isn't the case for others. ESO is an RPG, and many people like creating new characters with a different appearance and back story to replay the game. Account wide achievements and the number of classes available doesn't factor in at all. They enjoy having many characters, and play them all.

Actually, Account Wide Achievements hinders this, to a certain degree. It makes it so you are unable to really replay the game. To really replay the game, you really need a new account, or play in the other geography.

Being able to have only 20 characters on my main ESO account was what caused me to pay the monthly fee for a second ESO account - why would ZOS forgo that income?

If gaining achievements is your goal, then sure. I thought like this too, at the beginning of AWA. I still despise AWA. However, getting achievements is a separate thing, in my mind, than enjoying a new character- I don't need to re-do the trophy achievements 20 times to enjoy replaying questing content, after all.
I think there's a big difference in a type of playstyle that revolves around needing the guidance of achievements, or wanting to re-do difficult achievements, v.s. a type of playstyle that just wants to enjoy the quests again. Both are totally valid.
Don't get me wrong, it annoys me to no end that I can't track achievements on a per-character basis any more unless I do it myself, but I also don't consider the achievement system a nessicary factor any more (for me- others will feel differently) and would rather just enjoy my characters on my main account.

Other alternative, our account get a max of × character across na and eu. Creating more than 20(in present case) in either server would reduce the avaible slot on the other. If we go with current maximum, and i would create 28 on na, i would not be able to create more than 12 on eu.
I had invested my current account time into a DE SORC crafter. As that was rendered useless by recent changes, I deleted it. When I eventually log back in, I will be starting again on something that is not a crafter.
With the collapse of crafting/trading if anyone has 20 chars, my total guess is that these will be players without ESO+, using most of them as storage mules.
The premise of 'I need 30 characters' denies that fact that, even playing 16 hours a day, you're not going to progress each individual character very far, ever. That's why I doubt highly that this was a serious request. Sure they may have 20 fully developed chars now, but really does anyone really play 20 chars? Maybe be a tiny subset...
i would love to make more characters ^_^
sadly i doubt we get more until zos adds another class, race, or something else like that
