Filer Ool won't sell leads

Trying to buy Lead: Emergent Shadow from Filer Ool (have enough Archive Fortunes and access to the zone/DLC) and I just get a donk sound. The same is true for the Lead: Aetherquartz Prayer Beads.

    No. I have had none of the leads for the Apocryphal Well. Lead: Emergent Shadow would be the first.
