Confuzzled.... about the Master Fisher achievement situation on my accounts

On one of my long time accounts (PC EU, the second account from late '17 or early '18), I realized that somehow or other, Master Fisher wasn't complete, so I've been picking up the missing pieces-parts as I have time lately.
The thing is.... I have the Fishing Vessel that's available from the Global Achievement Vendor IF and ONLY if you've completed that achievement; I also have the Slaughterfish Pink dye. I remembered eventually that I had the boat stashed at Moon Sugar Meadow.... Double-checked today, yes, it's there, and the dye is also there when checking the Outfit Station. But the achievement doesn't show on any of the 16 characters on the account currently. So obviously it must have been done on a character I deleted (subsequent to finishing Master Fisher). I do not now know which deleted character might have completed that whole thing (might have been a khajiit male.... or that might have been on one of my other accounts with the same achievement) and the three deleted characters still showing in the Global dropdown don't show that they have it any more than the other 16 girls do.
I haven't checked my other accounts, but since it was so long ago now on all of them, it's unlikely that I'll remember who did Master Fisher on any of them, and if it's others I've deleted for whatever reason (being males or dunmer mostly), I suppose that even if they have the boat and dye, they won't have the achievement any more. It's not that I care about the achievement or the title - I just care about the boat and the dye. And if that's the case, then I certainly can go back and redo whatever's missing for the achievement to make the boat available again....
I just thought it was weird because I *think* I remember reading somewhere here a long time back, that if you deleted a character that had a global achievement, the account still retained the achievement. I could be totally mistaken about that - I read so many threads, and generally don't give two hoots about achievements.... Anyway, I find it odd, and if anyone can help "unconfuzzle" me I'd appreciate it!

✭✭✭I’m guessing that you got it before AWA and the achievement was not saved before that.

Oh.... it probably was - LONG before; I think I finished all 4 by mid-2019. I don't remember when AWA landed but not that far back?

I can’t remember when things happen, I’m just lucky if I can remember that they did, lol.
I hope that is it, I can’t think of any other reason.

✭✭✭✭✭Well.... the other 3 are STILL showing Master Fisher - and looking at the names, the others who completed it are still around (even if race or gender changed, and one of which was deleted a long time ago). So it's just the one account - and considering that those 3 show completed between 10/2019 and 1/2020, I guess something really odd happened on that one account with AWA. It's okay - I'll "re-finish" it on my level 49 which should get her to 50 with exploration points (since she hasn't been around everywhere yet).
I know the feeling about remembering - though I do somewhat better with real life than the game (mostly because I make copious notes in my paper planner by my computer).______________________________________________________

✭✭✭I finally finished the Master Fisher on Friday (yes, I am late with that, I know...) and bought the fishing boat at once. But the achievement "Master Fisher" does not show up between my last achievements (all the other ones which were connected to this last step are there, Fisher of Greenshade and Fisher of the Dominian which were the last ones missing).0 -
