I had the same glitch.
Submit a ticket in-game.
menu > Help > Customer Service > Character Issue > Character Restoration
Be sure to select "Customer Service" so that you will get reply from them.
Type in Additional Information that you got the achievement but can't claim the recall.
2. Reply to the 1st mail. You will get a mail to the mailbox that linked to your ESO account (not to in game mailbox) after 2-3 days. This mail will likely be a not-helpful copy paste reply and you need to reply to this mail to notify them that the issue isn't solved yet.
I got Gold Road recall directly added to my account after having replied to the 1st mail.
