I got it on my first anchor. I know its often said, but double check you haven't picked it up already and not noticed, or its actually a different one you are missing (been there, done that)

Definitely don't have it. I've already scribed all of the leads I had for the West Weald, and I habitually check my antiquities journal to make sure I didn't pick it up. It's just not dropping for me.

i definitely also got it from a dolmen (i think my first or 2nd one)

When I looked it up after I got it, the source was given specifically as Auridon dolmens.

I wasn't looking for the lead, wasn't even aware of its existence because I wasn't on the hunt for the mythic, and
it was only by chance that I chose to do the dolmen in Auridon versus somewhere else.

But I use the 'Display Leads -- with Location Info' add-on, and it gives the source for that lead as Auridon dolmens.

i use that as well to help give hints on where to get stuff, however i dont think i got the lead from specifically an auridon dolmen, i think i got it while i was doing fighters guild dailies for scripts before my main finished learning them all lol

It took 3 for me to get it, sometimes it can be worth changing to a different toon, had a couple of times when me or a buddy have been grinding 12 or more public dungeon bosses for a lead, then swap characters and get it on the first one after the change, they really do need to just guarantee the leads or a lead if a source drops multiple will drop instead of turning the "enjoyable game" into a monotonous grind and wait simulator, I mean if I wanted to 'Not play ESO' (because waiting for a respawn isn't playing) I could just ...not play ESO (and actually play something else, also save me paying ESO+)
