Start with checking that it isn't caused by add on that some how show that high number (it is a visual error most likely). You don't provide much information outside of this picture. Is this picture from LIVE or PTS server?

This has happened to me a couple times n the past week. Just travel somewhere and it resets.

Another bug in the code, blamed on addons.

If it is bug in the code (or more precise: API or server communication with client or internally between servers on ESO side isn't working as it should to display count for mail on account that haven't been flagged as "read"), then it should at least be ruled out as not caused by add on and then posted in bug section on this forum with documentation for that it is caused by code in game and not from any code related to add on.

As it doesn't have any impact on player except for showing wrong information about unread mail on account, I would expect this bug to have low priority.
