Does the Necrom all map able to be purchased from the DLC or do I have to buy Necrom with the Steam?

Does the Necrom all map able to be purchased from the DLC or do I have to buy Necrom with the Steam with like Gold Road?
I want to wait for both to become reduced price. If they can in the in game Crown Store for crowns, I can wait for it during a special.
4-16-24, For The Elder Scrolls Online, Necrom expansion is only like $8.89 now instead of $30. I haven't got through the game to use it. I thought I could pass for now. [in]
Which is worth of like 750 Crowns.
I don't know if this deal will happen again.
And I don't see a Gold Road DLC. If so, which one is it?

✭✭✭✭✭The Arcanist is now a separate payment. That happened when Gold Road chapter (not DLC) released, which made Necrom a DLC, and the Arcanist a paid class.______________________________________________________
