I just closed my game then checked Task Manager, and there are no ESO processes running. So I don't know why that would be happening to you.
I use the Official ESO Launcher, but only open the launcher when the game needs updating, and I start the game directly from the eso64 executable.
Would you happen to have Background apps enabled in Windows Settings? Settings > App permissions > Background apps > Let apps run in the background. (And there is a list of apps underneath to enable/disable individually).
I disable all background apps in Windows. If I'm not currently using it then I don't want it running.

If it only happened once then the program could've hung while closing?
It's probably the PTS 28 gig update loading in the background.
I found this out the hard way yesterday, as when they updated the launcher, it resets all your settings. Previously, I had turned off the setting to "automatically update" both the Live and PTS patchers, as sometimes that would hog resources when I was trying to do other stuff on the internet. So I set it up so that I could download and apply the updates when I was asleep or AFK.
Well, after they updated the launcher, I failed to notice that the PTS was not listed as an available game mode, since it was not active at the time and I wasn't thinking about using it. So I tried playing on Live yesterday, and kept getting timed out, "Lost lobby connection," "Unable to connect to server," etc. I checked the patcher to see if it was downloading, no, it said Running or Play. Then it dawned on the that the PTS was up, and it was probably downloading that in the background. But how could that be, if it wasn't even displayed on the launcher?
So I had to look around in the patcher settings, and found the "Show PTS environment" setting an turned it on. And sure enough, I then saw that it was downloading the huge update. I paused it, went back to Live, logged in, and had no problems after that.
