Can a new character start the Scribing quest line ?

The title says it all, can a character start the Scribing quest line right after completing "The Gates of Adamant" ?
During the afternoon of Loredas, 6 Sun’s Dawn 2e578 a big piece of Aetherius fell to Nirn. It was the first major piece of Aetherius to fall on Nirn in more than five hundred years. It scattered around the world as millions of shards. It was rapidly documented by Lady Cinnabar of Taneth in her pamphlet Aetherial Fragments that "... when three shards meet, they re-form into a silvery prism by unknown process and confer the power unlocked by the merger to a nearby being." The Order of the Black Worm, commonly known as the Worm Cult, reappeared in Tamriel shortly thereafter and some of its members are avidly searching said shards.
In the last week of First Seed 2e579, an arcane explosion occurred in the Imperial City — a night of storms, and trembling terrain. They named it the "Soulburst". That day Emperor Varen Aquilarios disappeared without a trace. His wife, Clivia Tharn, ascended to the Ruby Throne as Empress Regent under the guidance of the Necromancer Mannimarco. Ushering a time of increased instability within the Empire of Cyrodiil which finally grew into “The Three Banners War”.

    That's not really true though. I did the Indrik and Netch wings on a level 9 alt as well as on my two early 20s on my baby account.

    Perhaps it depends on whether "Begin Scribing" means the act of scribing itself, or start the quest line. Though you do actually scribe something in the intro quest. Though it is for Zero ink, and is meant as a tuturial, so <shrug>.

    Oh, hell no. Brand new account with only one character (an early 20) on both PC EU and NA. Now that you reminded me though - the level 9 is on an account with almost 1200 CP so that's how that happened.

    Did you have Champion Points to help?

    Most of the Quests and activities are not difficult. Some boss fights will require skills and gear for most new players
    Enjoy the game, life is what you really want to be worried about.

    So it should be specified that the needed Champion Points are "account wide" and not based on the server.

    Or is this a bug ?

    If I'm not mistaken, you also have to have level 15 or above on a skill line to be able to create a Grimoire for that skill line, at least weapon skills. I'm not sure about minimum for the others skill lines as they don't level to 50 and I've had those maxed for years. I had a couple of weapons skills to level up to get to unlock them all on one character (my grand master crafter).

    I don't think that the EU server knows or cares how many Champion Points people have on the NA server.

    As for incomplete, I would suggest interpreting the statements as literally as possible, from their perspective. In this case, I would expect that 'literally' means that the actual act of scribing, using the scribing station to scribe to create something you will be using, cannot be done before certain criteria are met, like Level 30 or CP. I have no way, or need, to test, though.

    "Account wide" is specific to the server.

    I believe it's Level 25, not 15, because I ran into that issue on my main character on my secondary server-- I had to grind him up to Level 25 in both Dual Wield and Restoration Staff before I could purchase the Grimoires for those Weapon skill libes.

    Also, I have not been able to learn any Scripts that I'd acquired on my main characters and passed along to my alts unless the alts are Level 50-- when I try to learn a Script on an alt who is below Level 50, it says I must be at least Level 50.

    Basically you can learn scripts that are worth 3 GP on any character but if they're 28 they're level 50 flagged. They said they fixed the mage's guild scripts for this issue at least. Certain rewards give "leveled" rewards so the scripts are higher "level" too. Here are my three Immobilizing Strike's from today's dailies(curating them for all my characters)

    So the discrepancy still exists, but I never bothered to figure out which one is dropping the "cheap" one.

    That would be why, then, as I received the scripts in question as rewards for completing activities on my L50/CP2K+ mains, mostly from IC district daily quests and Cyrodiil mission board quests, but also a few zone daily delve and WB quests.

    Thank you for the information about 3G and 28G; I'll check that on the scripts when I pass them along to my alts.

    Odd, I decided to check this myself and one of my characters(CP 2k+) has learned all the Grimoires and just scribed Sundering Smash(had to test) despite having only 3 Levels in 2H, so there doesn't seem to be a level restriction on her for scribing skills. She is also 12 Resto Staff, 5 Bow and 2 DW and she has all those Grimoires in her repertoire as well.

    It is probably an account-/server-wide thing, because it is based on whether or not you've earned the (IIRC) "Apprentice" achievement in the weapon skill line, at least that was the message I got when I was looking to buy the grimoires on my main characters. My main character on my primary server was able to buy all of the grimoires with no trouble, but my main on my secondary server couldn't buy the grimoires for Dual Wield and Restoration Staff because none of my characters on that server had earned the "Apprentice" achievement in those skill lines-- and that achievement happens at Level 25 of the skill.

    Thanks for the correction, I myself took the lazy way out I leveled Dual Wield and Restro by making sure the weapon was active and the bar was full of those skills and then used 150% crown thing and turned in Master writs. I'm pretty sure it was enough XP turning one in to go from 10 to 25, no more than two.

    Edit: I didn't stop there I went ahead got to level 50 and maxed out each skill and got the morphs doing this. (there might have been an event xp boost also but I'm not sure if one was active then or not)

    I'll have to remember that. I just ran around killing mobs in overland West Weald, discovering various locations on the map as I went, and then finished up in the Infinite Archive. I think there was a weekly endeavor to kill enemies with Scribed abilities, so I got that done as well.
