Firesong - Hidden Lord Quest - How to start?

I completed the Galen main quest and after talking to Stephen no quest giver is appearing to start the Hidden Lord quest.
I have previously completed the High Isle main quest on another character.
Do you have to complete Galen on the same character as High Isle?
I thought with the magic AWA I could do on new character who has titles for High Isle completion.

    After you talk to Stefan, turn around and look behind you. Za'ji and Caska are standing there waiting to talk to you.
    (Za'ji has a Zone Quest arrow over his head.)

      That is the problem Zaiji never appeared for me after talking to Stefan.
      I fear that you have to have completed High Isle on the same character, but as usual ZOS provide zero information.
      I would of done Galen on that character instead of a new character had I known.
      With all bugs who knows though, guess I will be forced to replay High Isle on the new character as well.

      Oops. My bad. I just realized I used the same character for High Isle and Galen.

        I had a situation where I could not see a quest npc because I had started, but not done, the intro card game quest. The NPC didn't reappear until I dropped the quest. Different area, but maybe you have a conflicting quest blocking your ability to see the quest giver?

        It's been the case for previous years, so just keep in mind for the future that you need to do both the chapter and the mini-chapter on the same toon to unlock the "finale".

        @ZOS_Kevin Could you kindly verify if you must play High Isle and Firesong on the same character or not to get the final year ending quests? Appreciate it in advance, especially before my wife makes the same mistake and smacks me around. lol

        So that would mean account wide is not account wide achievement as these quests are not marked character only on their achievement page.
        I hope playing through High Isle with the new character fixes it or not going to be happy. :'(
        They really should explain these things if so as I bet I am not the only one who played through on a new alt.

        Yes, you need to complete the main quest for both zones on the same character.

        So where in game does it tell you that?
        Many people play new content on new alts.
        Kind of bogus in a game that lets you play content in any order.

        Thank you for this thread. Two years later, I was trying to figure out how to start this quest

        Because I completed all of Galen and thought I'd just have to do a few more quests to unlock an item. But I also have to do the entire High Isle story?

        Editing my comment because it says on UESP; I just missed it:
        You must complete the zone stories from High Isle and Galen on the same character to progress to this quest.

        You can play chapters and DLCs in various orders, but within these, there are various dependencies between quests, and that's always been the case.

        I had the same issue. I went to Gonfalon and the Manor but could not find anyone to talk to.
        Dropping the Tales of Tribute starter quest and went back to Galen's wayshrine and there were two NPCs waiting to give me the final part of the quest (hidden lord). I have done all the main story quests on the same character.
