Is U43 the promised QoL changes?

I am a bit confused and I didn't see this clearly answered in any current threads:
Is the U43 release the promise Quality of Life Changes for the first part after the Gold Road release?
I didn't see any such changes that would help my quality of life, so I am wondering. (I don't do housing except to dump the furniture I keep piling up in them. I definitely don't care about more IA, but that wouldn't seem to be a QoL change, just a variety one.)
I had expected the Quality of Life changes to be for the players, but maybe it if for ZOS?
