What is going on with resource regen this patch??

I can’t for the life of me sustain as well as I used to even when adding sustain CP and switching food. I’m forever running out of stam. Sustain never used to be an issue for me.
At one point my stam bar was frozen, I checked my character sheet and my stam recovery was ZERO:
For a game that is inherently combat based this is making playing really hard especially harder content. Is this a bug?
