Wayshrines not working/public dungeons

Some of the wayshrines in west Weald do not work, at any distance it doesn’t register to take you to the map to travel.
Some public dungeon bosses do not spawn/respawn, namely Shaman Rezzutum and Bone Breaker. I have never seen this boss even once. Waited numerous times for numerous minutes, nothing. I’m on Xbox na.
