Is Quite the Library scribing achievement account wide?

Does anyone know if I can purchase some grimoires on one toon and some on the others for this achievement or all must be purchased on the same toon?

    It's account-wide.
    Character achievements have specific icon and color like this:

    At quick glance the only character achievements in Gold Road are public dungeons:

    I can't say for sure, but if you purchase Grimoire on another character then you will have to pay 50 000 instead of 10 000 Gold as the first character will be charged with the higher amount in Gold first time you purchase that Grimoire.

    It is probably best to unlock all Grimoire on one character and then later purchase for a lower price on other character.

    From the total list of Gold Road Achievements I would expect that you will accumulate this achievement by using different character as it would otherwise be a very small number of players that will be able to finish this achievement.

    Trample as an example are after all based on two PvP skill line; Assault and Support (see link down here about Alliance War Skill line). Not that many PvP player will have unlocked all weapon skill line on one character or maxed out MG, FG on the same character (FG is after all mostly stamina based and MG is mostly magica based).

    All of those other Grimoire right now can only be bought after you have maxed out their skill line rank which would mean every weapon skill line need to be rank 50, World, both Mages Guild and Fighter Guild, and Soul Magic is also needed to be on max rank to get access to purchase at that NPC at Scholarium. AW Skill master need to be rank 10 to unlock at vendor, so that will take time if you haven't been playing PvP for some duration.

    As you unlock a skill line on (to full rank) on one character you will later be able to purchase that skill line in Crown Store, if you read AW Skill Master that is linked above. That is also the way other skill line have worked so it is possible to purchase skill line in CS after you have at least one character that have completed condition for it to be able to purchase for other character if you don't want to spend time to increase rank to fully unlock that skill line.

    Don't buy that skill line with Crowns before you checked it you can get that achievement (Quite the Library) by combining other characters progression. It is possible if there is enough players that want to unlock both AWA skill line that it is better to work with them, to spend Crowns on something that should be earned in game (and for those that doesn't have time or can't stand to even do PVE quest in Cyrodiil or IC which also reward small amount AP that they have at least this option to purchase with Crown those two skill line).

    I think I need to clarify a bit here:
    Let's say I have toons A, B, and C. Toon A is a DD that uses a staff, toon B is a tank, and toon C is a DD that uses a bow. So, toon A does not need Shield Throw or Vault, but toon B needs Shield Throw and toon C the Vault.

    So, my question is this:
    Can I purchase Shield Throw on B, Vault on C, and the rest on A to get the achievement?

    Thanks a lot. I've actually never paid attention to different colors and icons for achievements. So, I did not know about it. Good to learn something new.

    I noticed that some of the scribing pages are being sold by the vendor in the Scholarium on follow-up characters for only 10 gold (9 now during Zenithar's event). Or is this a bug? (Must be careful if that is the case as they could see it as an exploit if you buy them)

    I believe those are the scripts your first character gets when going through the "Wing of Whatever" quests. In order to make it so alt characters didn't need to do that whole grind just to get those scripts, they put them at the vendor for an extremely low price.
