Are survey locations determined by where the crafting writ is handed in?

I've been crafting a while, but only wondered about this recently. When we hand in crafting writs in a particular zone, does the game tend to drop more surveys from that same zone into the crafting rewards, or are the survey locations selected purely randomly?
