✭Most likely the quest isn't really broken (or at least not more broken than it has always been), but it certainly is very annoying. I remember failing the quest several times before I eventually managed to do it.

✭✭✭✭✭It’s easier to just go to the location where you know the npcs will be grouped up to talk to them.
A sneak quest where you have tons of enemies everywhere and you need to go through them is never a good time.
