PC-NA, playing through Steam. After I click "play" on launcher, game appears to start, then I crash to desktop. Repair didn't help. Haven't tried reinstall yet.

You may be affected by this if you have installed Daybreak, Reshade, or any other modification that uses DLL injection to make its changes. There may be other workarounds, but for now the safest thing to do is to uninstall.
For the most recent release of Daybreak, you're going to want to find your ESO installation folder, then in the directory game/client remove the following if present:
ShaderAddons directory
d3d11.dll
d3dcompiler_46.dll
d3dx.ini
dxgi.dll
These are local files that ESO loads (if present) instead of a system-wide file with the same name. The system files provide critical 3d rendering functions, so the way that these kinds of modifications work is they pretend to be a copy of those libraries that ESO prefers over the system files and they put a "layer" of logic in between ESO and the system file which can modify the rendering calls before passing them on to the system file. This, removing these files doesn't remove the rendering capabilities of those libraries - just the extra layer that the mod applies. That said...
If you're not certain what you're doing, move files to a new folder named backup or something instead of deleting them. This way, you can always undo it without having to go through a full reinstall or repair.
Expect every major update to break Daybreak, this happened with Necrom and High Isle too.
For other modifications, you'll need to refer to their uninstall instructions or look at which files are copied during installation. I don't use any other than Daybreak, but friends have reported issues with Reshade that uninstalling the Reshade corrected.

Thanks for this. Unfortunately, uninstalling my reshade did not fix the problem. Hopefully this works for others in here though!
EDIT: It turns out I had a version of Daybreak I didn't even know I had! I must've installed it years ago and forgot about it. Removing the dll files worked! Thank you so much

The glitch in is as follows
Silorn public dungeon
The boss. Shaman Rezzutum and Bone Breaker will not.spawn in
I have tried the following solutions
Waiting for over an hour, with quite a crowd, I can tell you
Logging out of the character and back in
Leaving the public dungeon and going back in
Shutting down the entire game and restarting
Trying at multiple different times
The Boss just will not spawn.
