The Wing of the Dragon quest broke

I got to the point where I was supposed to go to Dov-Vahl Shrine to get riddle hints. The zone map for N. Elsewhere shows a white shield on the spot of Dov-Vahl Shrine. Once inside I see no quest guides. A white shield appears on the delve map but is next to the entrance and does not show up in the delve. I have run through the delve several times and never see a glow area to use the lens. The hint from the Scolarium says the notes (riddle hints) are "in a storage room behind the Dragonguard training quarters". I find nothing in the room just past the Training area (the word 'quarters' is not on the door. I've relogged, quit and restarted, checked to be sure my computer was plugged in, and still no way to progress. Going to take wild guesses at the riddle. And I don't like riddles am terrible at them.
Anyone else got this problem?

All the way through this quest line I found things that were not working. It seems that if you move into an area too fast the local ques are not enabled. Many times I got to a spot and there where NO NPC to interact with but if I went back out and reentered while dismounted and NOT sprinting the NPC and carats would appear. I have a 50+ Mbps net connection.

    I found that when I started the quest I missed an NPC that had more hints. I went back to the echo in the scholarium and after listening to the quest beginning, about 5 sec after I was done and looking at a map an NPC appeared. It was the girl that was to be my aid. After that the whole thing went smoothly. The first time through I did not see the NPC that was needed. So what happened was I ran to the delve and jumped into the middle of the quest with no good start.

    What I have learned is that due to lag, after every quest start, entry to a quest area, or going through a door, I must stop for 5-10 seconds and not rush full speed ahead. The game cannot keep up with the movement speed we now have and we can move out of or past important sections of a quest. I wasted over three hours trying to make this work.

    I now do not move without looking at the upper left and examining the quest tracker description of what I need to do. I do not care what the NPC says or does. I then press J to get the quest list and make sure the quest I want is selected. And then I press M for map to see what the map says my destination is. If something looks amiss I stop and try to see why but typically have to restart a quest if there is something fishy or not agreeing.

    It would be nice if the quests were tested for real world performance. The game is not keeping up with us. I should not have seen a white door on the Dov-Vahl Shrine when I did not have the first part of the quest active.
