I would like to create a Dunmer prior to the Three Banners War

If I start a game prior to the Three Banners War I will have to start it anywhere other than Bleakrock Isle, and when the Hooded Figure tries to talk to me I ignore her.

Starting location: which one would be better ? Morrowind or Necrom ?

During the afternoon of Loredas, 6 Sun’s Dawn 2e578 a big piece of Aetherius fell to Nirn. It was the first major piece of Aetherius to fall on Nirn in more than five hundred years. It scattered around the world as millions of shards. It was rapidly documented by Lady Cinnabar of Taneth in her pamphlet Aetherial Fragments that "... when three shards meet, they re-form into a silvery prism by unknown process and confer the power unlocked by the merger to a nearby being." The Order of the Black Worm, commonly known as the Worm Cult, reappeared in Tamriel shortly thereafter and some of its members are avidly searching said shards.
In the last week of First Seed 2e579, an arcane explosion occurred in the Imperial City — a night of storms, and trembling terrain. They named it the "Soulburst". That day Emperor Varen Aquilarios disappeared without a trace. His wife, Clivia Tharn, ascended to the Ruby Throne as Empress Regent under the guidance of the Necromancer Mannimarco. Ushering a time of increased instability within the Empire of Cyrodiil which finally grew into “The Three Banners War”.

    The three banners war starts in 2E 580 and the game takes place in 2E 582 technically.

    Well technically every event comes after the 3 Banners War has already started. The game's pvp revolves around that, and you have to choose a faction, so it's always been here. That being said, Morrowind is a great starting location for Dunmer as it's got quests and references to every Great House (including the Sixth House, the Tribe Unmourned). Necrom is fun, but it's quest is half Necrom, half Apocrypha, which is fine if your Dunmer is into Daedra.

    Warden is also a perfect class for Dunmer as the animal skills are exactly what a Dunmer would summon (minus the bear).

    correct Aliyavana, but if you ignore the Hooded Figure you can do any chapters and pretend it happened after Varen disappeared and before 4 Rain's Hand 2e582 (April 4th, the date the game came out).

    As a Dunmer should I start by helping Vivec and stop the Daedric Wars or help Hermaeus Mora against Ithelia ?

    and you have to choose a faction, so it's always been here.

    The Ebonheart pact was founded in 2e572, the Second Daggerfall in 2e567 and the First Aldmeri Dominion in 2e580 just before the War started. So the factions already existed.

    But ... does it mean that the High Elves are responsible for the war ? :/

    I will start it on Tirdas, 16 Sun's Dawn 2e578. Ten days after a piece of Aetherius fell to Nirn and 402 days before the Soulburst. The Emperor is nowhere to be seen, currently doing a pilgrimage with a few companions.

    So, I have 1509 days before I meet the Prophet in Coldharbour. Long enough to help the Living Gods.

    Have not yet decided how long I was out between my sacrifice by the Worm Cult and waking up in Coldharbour.

    ... and maybe other chapters.

    As a Dunmer of House Telvanni you might ignore the war participation as your House didn't join the Pact.

    If you want to exclude all the 3b-war elements from your play, then well, many parts of Stonefalls and Deshaan are limited to you as like as Bal Foyen and Bleakrock.

    If I'd started in Necrom, I would've chosen between Telvanni and Indoril. Telvanni have good motivation to protect their own home from any menace. Indoril might play a reputation quest, so that they have a bonus and can take over the Necrom in the future.
    Vvardenfell has a full set of Great Houses to choose from.
    Also, if we take into account the class chosen, the character might be the Ashlander beastcaller (like the Red Exiles) who's going down the road of adventures. Good start for playing Vvardanfell.

    I think you will have a hard time trying to dispel the fact that the Three Banners War starts before ESO.

    It might be easier to resign to the fact that "present day" is after the start of the War, pick a "side", then just ignore it. Be aware it is happening, but not participating.

    You do not need to avoid the hooded figure. That is part of the Planemeld. The Planemeld quest line, the base game main quest, happens in your Alliance territory, but parallel to the zone quests. It can be treated as agnostic to any particular Alliance. It is aware of the Alliances, though, and near the end, you will need to work with the three leaders.

    The base game zone quest lines tend to be related to the War, though. This is mainly where the "bad guy" is some group from another Alliance that is pillaging or plundering. If you have no issues with beating on soldiers from somewhere else in Tamriel, then you will be fine. There is a great deal of "our Alliance, Rah! Rah! Rah!" to deal with, though.

    You can start in Bleakrock, but I would just complete the side quests and avoid concluding the main quest line. If you stop soon enough, Bleakrock is just like any other zone, with banking, merchant, and crafting resources. Once the enemy Alliance moves in, that changes. [EDIT: Even in my Alliance play-throughs, I usually leave Bleakrock before the end to preserve it as a hub.]

    Around Level 10, you will want to avoid the call to skill up the Alliance skill lines by going to Cyrodiil.

    As for where to level up the character, any of the Chapter areas are fine. Nothing says Dunmer like Vvardenfell, though. I think Vvardenfell has a good quest line, and it mainly deals with local religious and cultural interests. Necrom deals with Daedric intrigue and can be beneficial if West Weald ends up being a future adventuring area. I think that 'Telvanni' was done better on Vvardenfell than on the Telvanni Peninsula, though.
