Sigil passives not working for alts/dailies?

There seems to be a disparity in script drops for my main toon (did all 5 doors) and alts (intro quest complete). I do the mage/fighter/undaunted dailies on my main and get a script 100% of the time. Then I do the same dailies on an alt and get ZERO scripts?! I've seen my alts get class scraps but not any scrips and it seems to me, the sigil passives aren't working for script drops.

It's a 25% chance after the first one, so it is worth farming on alts if you have the time.0 -
