can't do scout report at rayles keep lumber yard on raven or black

i can't scout rayles keep in either raven or black. i push E, the animation starts, halfway thru it tells me to push E. it keeps looping like that. i did (not nec in this order) a reloadui, relog, left cyro and came back in. retried both raven and black. one campaign has the yard owned by dc and the other had it owned by ep. any ideas?
