Why aren't name bosses using their arms packs?

Watching Molag Kena's I realized that she doesn't use the staff from her kit that is on sale now, why don't all bosses that have that arms pack in the crown store give it out? Yes bosses only use one weapon, but why not?

They don't exist when the content they're based on launches, at least not in game files anyone can find. And Zaan uses Scalebreaker, for example, so the weapons wouldn't always fit anyway.

the arms packs are based on the bosses and arms packs do not exist when the content with the boss launches. Some arms packs don't exist until multiple years after.
Like the Spawn of Mephala arms pack released in 2022, but the boss is from base game so that's 8 years after.
Stone Husk is from 2020 and it still doesn't have an arms pack.

Though some bosses, like Stone Husk, can't really use the arms pack weapons anyways.
most arms pack bosses actually.
The arms pack bosses that can use weapons are outnumbered by the ones that cannot.
i think there's 17 bosses out of 54 dungeons that use weapons.

though the humanoid Spriggans on Galen use the Nazaray arms pack weapons, they have the same appearance as Nazaray too.

Archdruid Devyric could use an arms pack as well. Since it seems the matching helmet style pages that have a chance to drop at the final boss take on the same form as the general monster helm, ive been having my eye on Devyric's since Earthen Root Enclave released.

The arms packs are just based on the bosses themselves aesthetically. (Be it general appearance and/or abilities they use.)

Not based on the "weapons" the bosses use.
Especially because like you even pointed out bosses only use one weapon. (And some don't use a weapon at all i.e. Tremorscale, Chudan, Malubeth, Sellistrix, etc.)
