My new characters can't clear their notifications

I created some new characters about three months ago, and some of them have notifications that will not clear. New notifications still come in, and I can clear the new ones when using these characters like normal. Just the notifications that were available when I started the characters will not clear. My troubleshooting steps so far are:
* Disabled all addons on the two problem characters (including libraries)
* If I clear the notifications and relog with the same character the notifications are still clear.
* If I swap to the other character (that also has addons disabled) or any other character, the notifications come back.
* If I don't clear the notifications and swap to another character that doesn't have the problem, the notifications are not on the non problem character but will be back on the problem character the next time I log on with them.
There may be issues with other characters as well, I've just gotten in the habit of no longer reading them and just clearing them when I log on.

✭✭Message of the day notifications aren't clearing on playstation at least unless you clear game data. Its a bug that comes back regularlySoupy twist0 -

I logged onto each one to verify that it's only the last two characters I created. The message of the days will return every time I switch to another character then log back onto the two problem characters. Even with all addons disabled.
I guess I could give a screenshot, but it is just the three message of the day notifications keep refusing to clear on these two characters.1 -

Both get the MotD notification when they log in, even if I switch characters and switch back. Other characters unaffected, if I clear it on one alt, it's cleared on all the other unaffected alts.

Whats annoying for me, is that even the details of the notification are old, it isn't the latest update repeated or anythingSoupy twist0 -
