Azureblight with Status Effects not Triggering?

Testing Azureblight set in a duel it appears that the Flame, Poison and Disease status effects are not increasing the Azureblight stacks? I thought maybe azureblight stated when you deal dmg with a DoT "ability" but reading the set it says when you deal dmg with a DoT "effect". Should this not include flame, poison and disease status effects as they all do DoT?
