Different teams, plus ZOS doesn't do mainline TES games, BGS does.

True, I was more thinking along the lines of why would ZOS advertise a different game to compete for player attention, a game by another studio, unless it was part of sunsetting ESO.

Because it's also an Elder Scrolls game. Yes it's a different game by a different studio, but it's the same franchise and same world, and Bethesda is part of Zenimax Media, same as ZOS. It's not like it's a random unrelated game. (Also because a lot of people are going to be playing both.)
I doubt they could do a direct cross-over because unless TES VI is a prequel to the rest of the series (unlikely, but not impossible) there will be about 1,000 years between the time ESO is set and that game, also that could be annoyingly disruptive to both games. But they could do little things in this game to celebrate the release, like highlighting relevant locations or even quests that reference some of the same lore. Having just returned to playing and just missing out on a few things like the Unutterable Truths Tower, I was slightly frowny faced in the housing department.
