Gourmand set not giving the bonus?

Hi, i just returned after many years away. I put together some gear, but when i go to the no-cp cyrodiil my 5 set bonus on my Gourmand set is not giving me the bonus.
Does anyone know why?

I would guess it flags as a proc set (proccing on your food buff) and so wouldn't work in no cp as its also no proc sets
