Do you have the physical items in your inventory still, or does your tracker say you have 24 out of 25?
Is it possible that you have a single piece on another character or it somehow got placed in the bank?
Just trying to think of reasons you might be at 24/25 and not gotten your last piece in the box. My box had confetti in it today, putting me at 24. I haven't used any of them yet--was waiting until I had all 25 before doing so, so I wouldn't lose track of how many I had.

What if you have 25 confettis spread across several different characters? During the Jesters festival, if you had the style pages in your inventory, even if they were unused, they were redded out (unavailable for purchase) even if you hadn't yet learned the page. So how does that work with the confettis?

I'm not saying anything about when extra confetti stops dropping. I'm responding to the claim that there is confusion and jeopardy due to there being "no indication that anything is actually happening until you reach 25." There is an indicator, and the confusion and jeopardy are eminently avoidable by consuming the parts promptly and checking the indicator as necessary.
These packs are bound, so leaving them unconsumed has several detriments (they take up space and don't get registered) with no upside (since there isn't anything to be done with them other than consuming them). Consuming them promptly ensures that you are not wasting inventory space and allows you to avoid any confusion about how many you have or still need.
I just gold a gold box from a daily in IC and no confetti. I also noticed the gold box became a purple box in my loot log. I wondered about this so I went to my main and did crafting dailies. This got me a gold box that stayed a gold box and the confetti dropped.
The difference is, the main did the inro cake quest, the other toon did not.

Yes.
Once you have all 25 they no longer drop from the gold box and the Event Lady will not sell you anymore. You'll get an error message that you already have 25.

No, there is a bug with the IC daily quests. The NPC shows you the gold box, but gives you the purple one. But no prob: just do another daily quest and you'll receive the gold one. It's just a minor bug.
For the confetti in several toons: pls eat confetti each time you get them. Then you can check how many you've eaten looking at your achievement in Holiday Events. So it is no possible missing confetti on some toon.

No, there is a bug with the IC daily quests. The NPC shows you the gold box, but gives you the purple one. But no prob: just do another daily quest and you'll receive the gold one. It's just a minor bug.
