On one hand, I agree that vampires may need more love in term of how they are balanced rn, but on another hand, your idea with positive and negative stages sound like way too much nuisance to deal with.
Also, the whole point of weaknesses with higher grades of vampirism, is to prevent curse from being treated as obligatory, and up to player to decide, if the benefits are worth it for the drawbacks.
I mean honestly, I think vampirism is mostly fine as it is now unless we can get multiple strains of vampirism (and lycanthropy! All the curses!). ZOS needs to reverse the nerf to frenzy (and maybe buff the spammable) because now it is just too easy to be healed as a vampire when the vampire spammable works best with low health. Low health vampire makes for a fun yet dangerous build, and ofc it doesn’t work in group content because of the lack of healing but if the low-health playstyle was removed then vampirism would just be like a guild skill line, not a playstyle.

Vampires suppose to be all about Stealing health to sustain their own own life, also vampires are not berserkers who do more damage at lower health they do more damage the better they are fed, well that's how it suppose to be

- Change Undeath to do the following, when you take damage when at full-health you have 15% damage reduction.
- Unnatural Movement is kind of overpowered, what I would do is make Elusive Mist render your invisible for 3 seconds after the initial teleport, Unnatural Movement should be swapped to stage 2 and instead make the Vampire move at maximum speed when sprinting to simulate having supernatural speed.
- Blood Frenzy should become the new stage 4 passive but without the health penalties, when you kill an enemy gain a stack of Blood Frenzy for 10 seconds increasing your weapon/spell power by 60 stacking up to 5 times.
- The Blood Frenzy skill should be replaced with a Bat related AoE skill.

Vampire should have less Offensive skills and more Flavor skills. And they should get rid of the silly 'various levels' of being a vampire. A character either IS a vampire or they are Not a vampire. They should have access to All the passives regardless of how often they have fed. Additionally, feeding is supposed to sate their hunger. It is Not supposed to affect what they look like.

Not bad ideas but I disagree on the ultimate.
It is nowhere near a good ultimate in the first place and it looks like a cheap barbie doll goliath reskin. We deserve a proper VL ultimate not some low effort mimicry, which is what everyone wanted AND expected when greymoor was announced.

Perfect Scion is a good ultimate, it only looks bad when compared to Swarming Scion due to the damage potential of the latter but need I remind you that even the base ultimate still gives you 10,000 to each stat which also increases your attack power, it heals you to full-health and causes all attacks to heal you for 15% of the damage caused, Perfect Scion inherits all them effects in addition to removing the vampire weaknesses and allowing you to use all stage based passives regardless of your actual vampirism stage.
Making it so simply having it slotted would add the ability to temporarily remove all weaknesses in your normal form would be a great addition to it, it would be a more passive option for the ultimate.
Vampires should have the ability to turn into a bat.
I love bats. (and warthogs)
