Well.... there's two possibilities here. They could go the way they did with JC - where even if you didn't have the chapter, you could still mine the mats for selling to others.
Or - and I consider this the more likely scenario: any ink you acquire will be bound, like the mythic leads were bound.
The mythic leads are "bound" because they reside in your inventory. And the mythics themselves are bound....
I had to check and found the yt clip that are posted by NefasQS where he explains scribing, luminous ink are a material as of now, that are obtained by killing things or harvesting nodes and seems to be rare which means it would have good value. But its PTS so it can change.

But if you don’t have Gold Road, you can’t get Ink because it requires completing Gold Road quests to unlock the drop. One quest allows it to drop from monsters, another from materials.
If it were unbound, the only thing a player without Gold Road could do is flip it, not harvest it and sell it directly.
This is a big difference from Summerset’s jewelrycrafting, where anyone can get dust to sell.

As far as current pts behaviour go, I can confirm tha ink is marked as material and not marked as bound, I can also put it into attachment slot when creating mail (did not try to sent it to anyone tho).
