Why can I not change campaign without penalty?

So. A campaign (Blackreach) just finished. I got my rewards.

Why can I now not switch to one of the other campaigns (e.g. Ashpit, Evergloam) without paying a penalty?

    i wouldnt recommend homing in one of the 7 day camps anyway, you only get 10 transmutes for the end of campaign rewards, not 50

    i think the system was set up when you go to change the campaign, you do so before the end of the camp, there is an option to select "when current campaign ends"

    the first change should also be free too

    i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (fully filled out with current game), as well as almost every antiquity furnishing on display to preview them

    in progress: acquiring mundus stones (currently only have the thief)

    Why do you have to pay thousands in gold to reset skills and attributes? It's just their way of removing currency from the economy, same with AP.
    I drink and I stream things.

    No, they do it so they can sell skill- and attribute reset scrolls in the crownstore...

    And you have to be lucky to be able to change campaign with this system at all. There have been issues with this again and again.

    oh those things cost a silly amount of IRL dollars. My character with the most skill points is around 13k gold to reset. I'm sure some people are desperate enough to buy those with crowns, but I doubt very highly it is a significant amount.

    All the rinky *** stuff you have to spend gold on is to remove currency from the game. It's also a tax on vet players, because the more skill points you've unlocked, the more it costs.

    Now, if you wanna talk about something that is shady, you can clear vampirism for like, 400 gold, but sure enough they sell that in the crown store for I think 500 crowns or there abouts. That one is... well I won't use the word I want to use to describe it. lol.
