Account system maintenance has not historically prevented people from playing the game.
The fact it isn't expected is also clear from this update:

Same issue, cannot log in, was in this morning just fine but got distracted and timed out for inactivity, when I came back to log on later I was unable to. I have not been on the PTS for a very long time and was in this morning with no issues.0
