Why does the Impresario sells you items you already have ?

Am I the only one wasting event tickets buying items that you forgot you already have with another character ? How come fragments already used with someone else still on sale in her inventory ?
During the afternoon of Loredas, 6 Sun’s Dawn 2e578 a big piece of Aetherius fell to Nirn. It was the first major piece of Aetherius to fall on Nirn in more than five hundred years. It scattered around the world as millions of shards. It was rapidly documented by Lady Cinnabar of Taneth in her pamphlet Aetherial Fragments that "... when three shards meet, they re-form into a silvery prism by unknown process and confer the power unlocked by the merger to a nearby being." The Order of the Black Worm, commonly known as the Worm Cult, reappeared in Tamriel shortly thereafter and some of its members are avidly searching said shards.
In the last week of First Seed 2e579, an arcane explosion occurred in the Imperial City — a night of storms, and trembling terrain. They named it the "Soulburst". That day Emperor Varen Aquilarios disappeared without a trace. His wife, Clivia Tharn, ascended to the Ruby Throne as Empress Regent under the guidance of the Necromancer Mannimarco. Ushering a time of increased instability within the Empire of Cyrodiil which finally grew into “The Three Banners War”.

If you buy the fragments for the pet (Molag Bal for this year), then assemble it, it makes the fragments available again.

I think OP means if one of his characters has all the items from the bag like the motifs for worm cult learned and stuff the bag can’t be purchased. But if he goes to the event lady on another character who hasn’t learned that motif for example yet she will actually sale him that bag since his character hasn’t learned the worm cult motif yet. Just to find out he’s buying that bag trying to make sure he hasn’t missed any motifs, style pages, or whatever. You mean it should count as part of the Account Wide Achievements?
Just remember ZOS has a very different belief of what Account Wide Achievements is than most other games, and even most (if not all) of the players of ESOSi vis pacem, para bellum0 -

Those fragments are already account wide.
We can buy the 5-ticket fragments for the pet again despite having the pet because the system is designed so that we have to keep buying new copies of the pet fragments as we morph the pet into the bigger items. Right now we can make the pet and then start storing up pet parts while waiting for the last morph fragment to come out.
Restricting it so that we can only buy new pet parts after morphing the pet would mean we couldn’t already start collecting the fragments for a new pet while waiting for the last fragment or two of the quarterly morph. We’d have to wait for the last morph fragment, then morph the pet, then spend 15 more tickets to get the pet again. Some events just don’t offer the 25 tickets that would take, and for those that do it would mean very little leeway to use tickets on anything else.3 -

Crafting Motifs are per character, not per account. So if you find a Worm Cult Crafting Motif in the bag, that is one for each character of yoursMan did not weave the web of life – he is merely a strand in it. Whatever he does to the web, he does to himself1 -

The opening post specifically mentioned fragments and those are account wide. Motifs are per character because they influence crafting on that character.and then the parrot said, "must be the water mines green too."0
