Install Failed - "Unable to Load Skin"

I am having a problem with installing ESO. It stars the install, I believe it installs VC++ redistributable, and then it fails with a pop up that says "Unable to Load Skin". I looked around on line but the solutions I saw to this were for people who already have ESO installed. I've tried doing the install with and without the VC++ installation and it doesn't make a difference. ESO has never been installed on this computer before.
