Are these festival decorations fake or exempt of the Green Pact for the event?

    They're probably fake, otherwise they wouldn't last 3 weeks.

    I was going to say fake flowers would probably be made from cloth, but according to Wikipedia in ancient Egypt and Rome fake flowers were made from horn, wax or metal, and considering the bosmer can even make flexible bows from bone I'm sure they could make fake flowers too.

    Only Bosmer are forbidden from harming living plants. Any other race can, and even Green Pact faithfuls are allowed to use plant produce that fell naturally.

    Bosmer can, and do, import wood from others.

    Eh, the world is full of magic - I'm sure there's spells on the greens and flowers to keep them vibrant and living for however long is needed.

    Others have said that the Green Pact doesn't apply to plants picked by outsiders, or plants that naturally fell off, and these are true. But it's also possible that these plants are still alive, planted on the wayshrine by Magic. Thus, they'd be Green Pact compliant.

    The Bosmer don't care about plants from other provinces.

    I'm still kind of fascinated by the discovery that people in ancient times could make fake flowers from wax and horn (I wonder if any examples have survived) and that seems like a typically bosmer approach, but I also like the idea that the flowers are an illusion or compelled to grow there by Tree Singers.

    They grow them on the spot in the shape they want. If they can get a tree to grow into a house for them, surely, they can get them to grow some flowers in a specific pattern.

    There is in-game book that specify that while Bosmer cannot harm the plants, buying wood from Orcs living there is fine.
