Sorry if I don't understand the ability, but why is it costing magic per tick?

This commemoration is for the class that has constantly been plundered and dismantled by designers for no obvious reason while other classes continue to have coherent skill lines and feel both powerful and cool.

    That's how it's supposed to work. It costs a small amount of Magicka every tick instead of a large amount of Magicka all at once.
