Problem with the Undaunted Vendor

I haven't seen anyone else mention this, so i'm not sure if it's unique to me, or if everyone else has more important things in the game to be doing.
I'm trying to buy one of the new furnishings on the undaunted vendor, the one for Oathsworn Pit, but for some reason it needs vet content to to buy? Literally none of the others require this, you just need to beat the dungeon on normal.
Considering the requirement to buy the furnishing for Bedlam Veil is the same as the other ones, just beating the dungeon, this has to be some sort of bug or oversight, instead of ZOS trying something new, right?
I noticed this yesterday, but I assumed it would be fixed in the bug patch. Clearly it wasn't.
