Style page mask from Infinite Archive require to own DLC? Same style page from guild trader not?

Style pages for masks from Infinite Archive really require to own DLC??
While SAME page what can be bought via guild traders don't?
Just... Why when is Infinite Archive BASE GAME?

    Guild trader one is tradable and have really low chance to get. IA one is bound to your account. Bound items have their own rules on how to be acquired.

    IA very much seems to be a marketing tactic to get you to buy DLCs. Which honestly, I think might’ve been a smart move from ZOS from a business standpoint.

    One could also argue that they did this instead to keep the guild trader market going.

    This allows the tradeable pages to still retain some value while allowing us an alternative to the grind and long wait times of farming them in dungeons for ourselves.

    In other words, someone has to own/have access to the dlc for you to get it, and the people who do own the dlc still have something they can trade to others.

    That's not quite true or there's been a bug. Because I accidentally bought a lead from the DLC where I can't go.

    You're playing with words or you weren't in IA.

    Just as @TaSheen writes, Filler Ool sells leads.
