Winterborn doesn't trigger of off Frost Enchantment Frost Damage

Wanted to use this set with 2H/DW and figured I'd be able to proc if with damage from my Frost Enchant, but it doesn't seem to be triggering off of it.

Enchantments are considered procs and so do not proc procs. That's why glyphs also won't proc sets like Encratis and Elemental Catalyst anymore.
