Was there a change in how to join the Undaunted?

The quest-givers for the initial Undaunted quest (the one that gives the Undaunted skill tree) are not appearing at the taverns in the three starter cities (Vulkhel Guard, Daggerfall, Davon's Watch). Was there a change (after 10 some years) in how one joins the Undaunted? If so, what's the new method?

they added the requirement of being lvl 10 sometime recently (past year or 2)

i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them

did some checking and the change was actually much more recent, looks like U39 was when they did a lot of the "new player experience" changes

this also did stuff like limit most daily quests until level 6, and joining undaunted is locked until lvl 10

thieves guild and dark brotherhood vector quests wont appear until 5 but you can still go straight to the zone to bypass those and unlock earlier

Thanks for taking the time to answer my question. I used to get the skill trees at level 3, or so. Wonder why ZOS felt that level 10 was the minimum level. Thanks again.

To be fair, at level 3 you probably can't contribute a lot. One bar and so few skills opened

They revised a number of questgivers to appear only at certain levels to reduce the questline/guild clutter that new players see at first. They’ve spaced it out a bit more now over the beginning levels.

Since dungeons can’t be accessed through the queue until level 10, they may have felt that was the best level to introduce the associated guild.

Big thanks for identifying update 39. I found the Update 39 patch notes and (as you say) the various changes are listed and briefly explained. Looks like Update 39 went "live" just a couple of weeks after I created my last new character (which was on the EU PC server). That new character got "Undaunted" skill tree at level 3.

personally ive always preferred unlocking all the skill lines immediately just to have them available to level

you can technically do group dungeons before lvl 10, just not through the queue

all the changes did was delay starting the leveling process on the skill line

Yeah .. it's a pain in the tail, as I used to use Balmeira island to get level 4 or 5, then go from there to where ever I decided to start, and unlock one shrine, and then port to my Inn Room in Alinor, run downstairs, grab the skyshard right outside the gate, and then get the quest on the pole for the dailies in Summerset, join the fighters and mages guild, while grabbing the shrine in Alinor, finish the daily quest access --- so that's open, and then pop over to my Inn Room in Daggerfall to grab undaunted, and get a guildy to bring me to North Hag Fen ... run in to Spindleclutch, and then back to my inn room in Daggerfall, to turn in...

From there, I'd shoot out the west gate, grab a second skyshard at the gate near Gwendis, unlock the delve and shrine there, so I have an easy access to an Outlaw Refuge.

Use that Baelrock shrine, and go to Abah's for the Thief's Guild and some exp, and then to Vulkel's Guard for the Skyshard there - by then, I had the first of the Main Quests set, and would go to my start city for that - if Davon's watch, I also grabbed the skyshard that is not too far from the first wayshrine, there.

Get my chest ripped open, and then pop back at the starter island (whichever it is), usually, by now, I am at least level 8.... now, depending on which faction, I go back to my starter city, to get the second main quest. - do the memory, and then if Davon's watch, run down the skyshard off to the right, there which also resets the next quest ... if Daggerfall, go right, and up the hill, once leaving the harborage, and run to the stairs... it triggers the next quest..... in Volkul's guard, run towards the docks, and you trigger at the little wall that goes out in the water......

I will run the mains back to back until I get to Messages across Tamriel.... at which point, I am usually level 15 to 20, or so.. have both my bars, an idea of what they are, and enough skill points to start fleshing out that build.

I am now free to use my guilds for transport, am sufficiently leveled to do a few things.. and I can choose how to level that character the rest of it's play.

Now, I have to do more back and forth and spend 30% to 50% more time to get to that same state.....

L3 to L10 happens so fast that it really does not slow down the quest clutter early on.

What would be better is we can join the Guilds whenever, but they dont start barking at us until a certain level.
Enjoy the game, life is what you really want to be worried about.
