Cosplay Contest Submission Deadline Changed?

I’ve just taken a look at the competition rules found at https://woobox.com/t4qw3u/rules - a comment from @ZOS_Kevin a few days back mentioned it as being February 29.
However the rules seem to have moved this deadline to mid March -
“Submission Period: The Submission Period begins at 12:01 am ET on February 15, 2024 and ends on March 14, 2024 at 11:59 pm ET (the “Submission Period”)”.
Is this a confirmed extension?
And secondly, for those who are selected as finalists and thus granted complimentary tickets to attend the event, but have already bought tickets, is there the possibility to refund or transfer the original tickets?
